Frankly, we don't know all of the WGA's and other registry services' rules and regulations and protections. We obtained & reviewed the WGA's "Artists' Manager Basic Agreement" (aka "Agency Agreement"), the Code of Working Rules and the Minimum Basic Agreement. We could find no conflict whatever between those and your submission of our Release form. This should not be construed as legal advice, for which you should consult an attorney. Please note in particular the Agency Agreement page 7, section 8.(b) which states in part: "Nothing herein shall be deemed to prevent an Artists' Manager from submitting to the Writer-Client release forms required by any third party." So far, we haven't had any instance of material being stolen. Of course, we cannot make any guarantees.
